[P<>K bridge] 10x fee reduction #6042

P<>K bridge fees at launch were very big, we can now focus on design tweaks and implementation improvements to bring them down.

Target is at least 10x reduction to make the bridge economically usable in practice.

25x reduction in fees for P<>K bridge live and in effect with the recent Runtimes 1.3.0 upgrade
