The RFC99 polkadot-fellows/RFCs#99 adds support for versioning signed extensions.
Furthermore, new extrinsic versioning is planned: #2415.

Extend the metadata v16 with the ability to return multiple ExtrinsicMetadata and SignedExtensionsMetadata grouped by their version.
