Decomposition as_is needs option to disable appending short digest #1130

The ldmsd_decomposition man page says:

"as_is decomposition appends the short LDMS schema digest (7 characters) to the row schema name before submitting the rows to the storage plugin"

We need an option in the decomposition format to allow us to disable that.
