Sometimes new mappers somehow don't appear in OSM Welcome tool

As per subject,

sometimes new mappers don't show up in OSM Welcome Tool; one of the most recent cases for Italy is the following user:

• Username : Matteo Migliorati
• User id: 22297219
• First changeset Country: Italy
• First changeset date: 2024-12-17
• Registered on: 2024-12-17

The OSM Welcome Tool fully relies on OSMCha filtering.

Here is what we get for user Matteo Migliorati: https://osmcha.org/filters?filters={%22users%22%3A[{%22label%22%3A%22Matteo%20Migliorati%22%2C%22value%22%3A%22Matteo%20Migliorati%22}]}

For some reason, his/her first commit is not found in OSMCha, that could maybe be the cause why it didn't get picked up in the OSM Welcome Tool.

I'll need to investigate a bit further.

Maybe then in this case the problem was due to the OpenStreetMap outage which occurred between 2024-12-15 and 2024-12-17? I remember OSMCha not working during those days…

I have no other examples of missing mappers, but I will add more cases as soon as I have them.
