Organizers should be able to prevent a map downloading

Anyone can download maps from export link. I think that should be able to block from event creating site.

This could be done...
However there are things to consider:

• nothing will ever prevent people from using for example screenshots to download the map.
• if we block the map image download link, 3rd party analysis tools (2drerun, routegadget) would stop working.
• if we simply not providing the link, only less techy people would be affected as the url would still be working for those who know/figure it out.
