I already reinstalled icu4c but this did not help.

So it links to the wrong stdlib?

icu4c was installed via bottle. Now I tried:

brew reinstall -s icu4c

This seems to fix the problem. Now shared-mime-info compilation works fine.

I had the same error when building an MPI program with openmpi:
