cudacodec: update VideoWriter to correctly set the PTS inside the encapsulated video stream

Update cudacodec::VideoWriter to set the correct PTS when using P frames using properties (CAP_PROP_PTS and CAP_PROP_DTS_DELAY) added in opencv/opencv#25874
