Corrected redirection of cancel button

Proposed Changes

• Fixes Incorrect Routing to Facilities on Cancel Action in Update Patient Details Form #8822
• Changed the redirection of the cancel button in the Update Patient Detail form to direct to the patient details page if patientId exists, otherwise to the patient list page for the facility.
