<p>Being asked to consent to data sharing is a ubiquitous experience in digital services - yet it is very rare to encounter a well designed consent experience. Considering the momentum and importance of a European data space where personal information freely and easily flows across organizations, sectors and Member States, solving the long-discussed thorny issue of "how to get consent right" cannot be postponed any further.</p>
<p>In this paper, we describe the first findings from a study based on 24 semi-structured interviews investigating participants' expectations and opinions toward consent in a data sharing scenario with a data trustee. We analyzed various dimensions of a consent form redesigned as a comic and an infographic, including language, information design, content and the writer-reader relationship. The results provide insights into the complexity of elements that should be considered when asking individuals to freely and mindfully disclose their data, especially sensitive information. </p>

<p>Informed consent is rooted in human subjects research where it is used to operationalise autonomy. From there it was transplanted into a computing context but in the process it became separated from key assumptions that makes it work for research such an institutional review board to weed out unethical use or rare and voluntary participation. The result is a procedural ghost of consent that undermines personal autonomy irrespective of what user interface constraints are imposed on it, and a hyper-individualistic approach to privacy that is poorly adapted to life in a complex digital society.</p>
<p>All is not dark however and there is a future for consent built for people rather than for homo economicus. We can use the legal basis of consent as an implementation brick and evolve consent towards collective, socialised decisionmaking: consent of the governed.</p>

<p>Robin is a `core web person', well known as the editor of HTML5 specification, experienced participant within W3C, co-author of <a href="https://globalprivacycontrol.github.io/gpc-spec/">Global Privacy Control</a> specification, and current VP for data governance at <a href="https://www.nytimes.com/">New York Times</a>. Robin was a panelist at the <a href="https://consentworkshop.com/2021/">1st edition of the COnSeNT workshop</a>.</p>

<p style="text-align: justify;">It's 2024 and we <i>still</i> can't visit any website without clicking "Yes" on a cookie banner, exchanging access to our most private data for the right to browse around. Managing and enforcing our privacy preferences in a personalised manner is also quite challenging. Additionally, data protection laws are emerging exponentially following in the footsteps of the GDPR.</p>
<p style="text-align: justify;">In this context, the NeXt-generation Data Governance 2024 workshop aims to bring together technical, legal and societal researchers, and industry experts to discuss data governance, emergence of data spaces and the impact of the European strategy for data in such systems. The workshop aims to support the development of solutions to manage data, policies and provenance in a trustful and interoperable manner and to aid in the management and reporting of legal documentation falling from the EU’s GDPR for data protection and the DGA, Data Act, AI Act and EHDS to create legally-aligned, AI-powered data ecosystems, using semantic-based specifications such as ODRL, DPV or Solid.</p>
<p style="text-align: justify;">As such, this workshop will have presentations and discussions of interest to both data providers and consumers, researchers, standardisation bodies, businesses, and citizens who want to interoperate in the Data Spaces era.</p>
<p style="text-align: justify;">Broadly, we welcome submissions on any of the following topics: semantics and interoperability, AI & data governance, regulations, data protection, privacy, policy management and enforcement. A non-exhaustive list of suggested topics is below:</p>

<p>Submissions must use the official CEUR-Workshop style format with <u>one-column format</u>. CEUR also provides templates in a <a href="http://ceur-ws.org/Vol-XXX/CEURART.zip">zip-file</a> and in an <a href="https://www.overleaf.com/latex/templates/template-for-submissions-to-ceur-workshop-proceedings-ceur-ws-dot-org/wqyfdgftmcfw">Overleaf project</a>.</p>
<p>Full papers must be at least <b>8</b> and at most <b>16</b> pages of main content, with additional pages for references. Papers that do not meet the size and formatting requirements will not be reviewed. All papers must be in PDF format and submitted through OpenReview.</p>
<p>The review process is <b>open</b>. Papers do not need to be anonymised prior to submission for review.</p>
