Filter doesn't get updated at all

As written in the title, my filter "POEQOL_Base.filter" doesn't get updated at all and neither does one get created if none exist in the Documents\PoE folder. I checked permissions of all folders and everything is fine. Not sure what is causing this problem. I have read others have the problem as well.

Edit: I got the "not updating" somehow fixed by using the POEQOL_Base.filter that's included with the 2.0.3 update and then directing to it via "C:\Users<name>\Documents\My Games\Path of Exile\POEQOL_Base.filter"

However, only that filter seems to work for me. If I use the filter from PathofMatth that you can download from filterblade then it won't update and sometimes even completely resets the filter (it shows every item, even white ones). I renamed all filters I tried to POEQOL_Base of course.
