At the moment, is included before in the validator. It is not possible to add it there since the general validation rules prevents it.
Can we move it down one so that it is included after instead?

I don't see any requirements for the order according to the 2020 guidelines:

But it references the HTML5 specification so I suppose it's implicit.

Do we want to allow both placements, so that this is not a breaking change? And then when work starts on the 2024 revision, we can disallow it there?
