Without Registration and/or Authentication!
Steps:

Go to Forum page, navigate to some Category;
Click to 'Create new topic';
Provide some information;
Click 'Save' button

Expected: Ability to Create new Topic must be disabled for Unauthenticated user or topic created with 'Guest' user.
