  • Updated the build to run with J21 in CI (the new shadow plugin requires J11)
  • Update Gradle to 8.11
  • Use our own version of licenser
  • Enable configuration cache
  • Use new shadow plugin

Apply the foojay plugin if you're changing the version of Java you're building with.
