Release candidate for Mumble 1.3.1.

2020-04-18T19:35:00Z: We bought a brand new certificate from Certum and resigned the release, issue fixed!

2020-04-13T01:12:00Z: Windows releases were accidentally signed with an expired certificate, causing Windows to throw the following error when attempting to run Mumble:

A referral was returned from the server.

We apologize for the inconvenience and will fix the issue as soon as possible.
