To make the matrix for the "compile-and-test-vendored-dependencies" job a bit easier to manage, split it into separate jobs by OS.
According to https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories, the macos-14 label should use an M1 Mac which is arm64 Darwin.
