This migration removes the Waffle switch for soft blocking as part of the ongoing simplification of blocklist filter logic.

Description
This migration removes the Waffle switch for soft blocking as part of the ongoing simplification of blocklist filter logic.
Context
After removing all references to the waffle switch, we can now safely remove it from the database.
Testing
Run
make up, check the waffle switches in admin, should not be there.Checklist
