Console always opens in %HOME% / only executes in %HOME% directory

What steps will reproduce the problem?
1. Open console or use edit box

What is the expected output? What do you see instead?
Expected: console opens in current directory
Instead:  console opens in %HOME% directory

Expected: editbox console command executes in current directory
Instead:  command executes in %HOME% directory

What version of the product are you using? On what operating system?
1.8.6.1062 on Windows 7 home premium
