Respect the "suppressCreate" option in pickAppResource

Build Version: Azure Function v1.9.1-alpha.0 + Azure Resources v0.5.7-alpha.0

Repro Steps:

1. F1 -> Azure Functions: Delete Slot.
2. Check the command list.

Actual:
There is the "+ Create new Slot" in the command list.

Suggestion:
It would be better to remove the "+ Create new Slot" from the command list when executing command "Delete Slot..." from command palette.

More Info:

1. This issue also reproduces when executing command "Azure Functions: Swap Slot..." from command palette.
2. This issue also reproduces when executing command "Delete Setting..." from command palette.
