How to Force Dynamic/Static Linking?

I am currently working on a project where I need to install the x64-windows-static triplet in vcpkg. However, I want to ensure that certain libraries, particularly those under the LGPL license (like Qt), are compiled as dynamic libraries when I using the x64-windows-static triplet.

How can I add VCPKG_LIBRARY_LINKAGE=dynamic option for specific libraries while still using the vcpkg install qtbase:x64-windows-static command?
