Based on https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/configuring-issue-templates-for-your-repository, this should setup the following scenario when a use clicks "new issue" in the repo. User will see something similar to this.
Clicking "Get started" for a Bug will allow them to create an issue.
Clicking "Get started" for a Feature will redirect them to create a new idea discussion.
Clicking "Get started" for a Question will redirect them to create a new Q&A discussion.
