[enhancement]: Windows Agent should support built-in PowerShell modules #5061

Describe your feature request here

When attempting to run a Pester test requiring the LanguagePackManagement PS module, it fails because the module is not found. Clearly, the Windows Agents don't have the PS modules built-in. I would love to see this added.

Per https://learn.microsoft.com/en-us/powershell/module/languagepackmanagement/?view=windowsserver2025-ps ps module not available on windows server used by official hosted vm agents.

You would need to selfhost a windows desktop machine for this scenario or make microsoft windows shipping this module to server operating systems
