FEATURE: if you provide an escalation group, governed by setting
chatbot_quota_reach_escalation_groups, whenever a user reaches their quota, members will receive a group message to inform them. They will not receive another notification until the cool down period ofchatbot_quota_reach_escalation_cool_down_perioddays has passed.
