Is your feature request related to a problem? Please describe.
When a server has stock GTA vehicles replaced with a custom model which is using MISS-ELS, the lights and sirens are not working when the AI drives the car.

Describe the solution you'd like
Do some research to see whether it is possible to toggle extra's, miscs and sirens on a vehicle without an active player.
