When to create the recurring tasks?

In our office, most of the tasks are recurring in nature - Monthly, Quarterly, Yearly.

Questions:

1. When is the best time to create these recurring tasks?
2. Should I create all the tasks for next 12 months in one go? i.e. creating all the tasks on a yearly basis?
