Given a GCS URL, parse the named file to a local file. e.g.

etl-parse -file gs://archive-measurement-lab/ndt/ndt7/2022/05/12/12346T1345Z-ndt-ndt7-mlab1-lga0t.tgz -output local

Or similar: prototype in #1026
