Merge switch v2 parser & update dependencies and deploy to production

• revert the revert (!) commit to get the v2 parser deployed on staging
• merge Enable v2 switch datatype parser etl-gardener#362 to actually enable the new parser
• update etl-schema to create the utilization.switch view in each project, which selects from raw_utilization.switch
• write sanity check query to compare v1 <-> v2 switch data (not expected to match exactly, but differences should be explainable)
• production deployments for the above
• update bq-exporter to use the new tables and schema
• Update website documentation for v2 switch schema
• Eventually disable v1 pipeline for switch / preserve legacy view and old table
