On reflection, I might in fact move this to profile::ccs::tomcat after all, so converting to draft for now... |

I decided to do this entirely in site::profile::tomcat, so this pull is replaced by |

I put this in here rather than in profile::ccs::tomcat because it relies on some of the machinery and parameters from this module, and conceptually it relates to (part of) what this module does (set up /etc/ccs).
