With the move to USDF, we no longer use Google Cloud services and instead use locally hosted Amazon S3 buckets. This require a swap over to using boto3. Additionally, the ingester was lacking unit testing and mostly had integration tests. A number of tests have been added and the integration test now only runs on local setups.
