Emergency switch

Feature request:
If the current node is bad for forging because of consensus or another issue, make a switch to another good one without a job delay (14 sec) if next forger (10-20 sec) your delegate.

Thank you for the suggestion. Sounds good so far. I think we need a bunch of tests for the decision logic first to avoid choas when implementing more complex features like this one.
