Don't load favorites/history playlist if size is 0 #16260

Description

Let's skip favorites and history playlist init if size is set to 0. History already has a separate toggle, but favorites are always loaded for no reason even when launching from CLI.

Would it make sense to extend this to cover the music/video/images playlists, as well? They're really more of a history-style playlist, anyway, and are usually unpopulated.

That happens already. Those are also skipped when history is skipped.
