Delete unused fake inttypes.h and stdint.h.

Use of these headers was already removed from the build system in c6528d8

These headers cause the version of lcm in vcpkg to fail to cleanly build on VS2022 17.13 targeting arm64, as the built in <arm64_neon.h> wants/expects the real <stdint.h>.
