Add NCAA Tournament Play-in Games

Now that the NCAA Tournament has expanded to include multiple play-in games before the start of the tournament on Thursday, I was curious if you have any thoughts of including them in this package? It would be nice to have them so you can predict them instead of waiting for those games to be played to set the teams.

All the data about which teams played each other is in the brackets.json file that gets generated by this notebook. Including the play in games would need to include them in that data structure.

Right now, no new development work is being done. But I will review and approve any contributions.
