[L4D2] Boomer No Ladder Grab

This is a SourceMod Plugin that prevents boomers from grabbing ladders when walking across them, e.g. on rooftops. Often there's no reason for this behavior to occur in the first place so this is a little Quality of Life (QoL) improvement for PvP game modes.
