Cannot view context menu under React Viewer anymore #1471

Previously we used to be able to see the following context menu:

Currently with React Viewer we do not see this context menu anymore:

This used to show when you right click on the Layer Pane

Version: 4.0.0.0
OS: Windows Server 2022
WebTier configuration (IIS/Apache): IIS

mapguide-react-layout version: No version yet

Steps to reproduce the behavior:

Right click on the Layer Pane

The legend component never had a context menu, so this is more an enhancement request to bridge missing functionality from the AJAX viewer.
