Is there a way to trigger actions on a keypress while still sending the normal keypress?

I'm trying to add a layer where when I hold ctrl, meta or alt it shifts back to qwerty temporarily so my shortcuts are in the same place, but as far as I can tell that would disable those keys from registering in doing so.

Is there any way to setup an alias in a way that triggers an action but then inherits whatever the previous layer would've done afterwards?
