Enforce one-shot (no hold)

I am learning to use sticky modifiers for health reasons. After decades of using non-sticky modifiers, I need to retrain myself, which is why I would like to stop one-shot from registering as a regular key when held down. Can this be done? Thank you in advance for your help.
