Add option to expose IPFS gateway externally #72

The IPFS gateway is a frequently-used applicaiton of IPFS and we should make sure we expose this extternally.

When an ingress controller is available, we can setup an ingress.

If we are using a load balancer, we can balance between the IPFS gateway ports.
