Able to set the LeaseDuration, RenewDeadline and RetryPeriod flags for the manager

I would like to be able to set the LeaseDuration, RenewDeadline and RetryPeriod flags for the manager. These can be quite handy when the cluster runs on a relatively slow etcd and can mitigate multiple leaderElections being restarted due to slow etcd.

Anything else you would like to add:
These flags are supported by most capi providers and are part of the manager
