Allow packaging of custom proposal providers in Eclipse plugin JARs

At the moment, it is only possible to load custom proposal providers from the workspace. This is fine for many scenarios and quick-starting, but in more abstract scenarios, it would be much better if such custom proposal providers would be providable in JARs that can be loaded directly into the Eclipse runtime.
