Move all voting endpoints described here #35 under the common module

Description

Move all voting endpoints described here #35 under the common module legacy_voting, and also move all corresponded objects/types definitions to some common module.
So we will be able to easily remove them when they will be unneeded.

Also double check that every endpoint under this module is marked as deprecated https://docs.rs/poem-openapi/latest/poem_openapi/attr.OpenApi.html#operation-parameters
