WIP: Implementation of the Notify Docs button

Objective:

Initial implementation of the Notify Docs button. This is the simplest integration, adding a button in the README.md that directs users to the Docs Chatbot created by @jstirnaman

Purpose:

To provide users with quick access to documentation-related support directly from the repository.
