The actual timeouts still need some tweaking, or be made configurable. Leaving this draft until performance issues on the AuthZ api are solved so we have a better idea of what times are acceptable.
TODO: It probably also makes sense to add make certain requests auto-fail (or rather fall back to the cache) when encountering a timeout for a short while to avoid piling up hanging requests even with a short timeout. (as I noted in #35)
