Do we have a description as to how the int32 shall be applied to create a hysteresis?
https://github.com/italobusi/actn-wdm-pluggable-modelling/blob/main/draft-rokui-ccamp-actn-wdm-pluggable-modelling.md?plain=1 suggests to create profiles such as:

Supported-Collection-and-Threshold-Profile (SCTP)
----------------------------------------------------------------
SCTP-Type-1:
Collection: current, average, min, max
Configured Threshold: warning, minor, major, critical

and

{
// if "TRUE", following PM thresholds might be configurable
rw threshold-for-warning-alert  (if applicable)
rw threshold-for-minor-alert    (if applicable)
rw threshold-for-major-alert    (if applicable)
rw threshold-for-critical-alert (if applicable
}```
It doesn't talk about the hysteresis, but I found the general idea of a profile and different alarm levels worth to think about.
