HPCC-30818 Default esp to logging metrics in debug mode

This should not be merged until the logging format has been improved. It is here to make it easy to see what logging would be produced and to make it simpler to implement that.
It might also not be merged if it is replaced with a more general solution - but I suspect that will come afterwards, so this will be a good stop-gap.

I agree on changing the log format as the ESP execution profile output will dominate the logs, especially since the number of buckets has been increased.

So, not merging until a change in the format has been made is warranted.
