Update suggest method to match ANY term

We will need to adjust the title field, and during or after this process, we should ensure that the suggest endpoint prioritizes exact matches to "ANY" location within the title. This means exact matches should appear first, even if they are not at the start of the title.

For example, for "XXX (CDC)", we want it to appear when a user searches for "CDC," even if "CDC" is in a later position within the title.
