Creating a function for estimating the ATE on a new population

Crating an officila function for estimating ATE on a new population would be great (such as it is explained here https://grf-labs.github.io/grf/articles/ate_transport.html). Ideally, it would take into account clustering, which the current function outlined in the tutorial does not.
