Backport b8b3ed1 from #16227
What this PR does / why we need it:
Adds a shared file with the text of the Deprecation notice.
Adds deprecation cautions to all the Promtail pages in the Send Data directory (in one or two places there is a custom caution).
Rearranges the clients list to move the Deprecated clients to the bottom of the list.
Removes "feature complete" note.
