[Vote] Have a config file for scuri

Add a config file for scuri that will specify

• autospy related
  • legacy (for projects with TS < 2.8)
  • jest (jasmine is the standard)
  • autospy location (if you want to move it)
• addTestBed - for adding TestBed.configureTestingModule.... when it's missing
• others....
