tools: Allow GAX, gRPC etc to be defaulted from Directory.Packages.props #13918

These changes mean we don't need to read Directory.Packages.props when generating the project files any more. It does mean if a "default" version is specified in apis.json, we can't tell whether it's actually valid or not when we generate the project - but we'll find that out when we build. Generated changes in the next commit.
This is basically removing the version override for GAX, gRPC etc.
