Reproduction Steps

  1. Set the language of a user to French, but the site to (say) English
  2. Go to the Lost Password form and enter the user's email address
  3. Check email of the user

Expected Behavior

Subject and content of password reset email is in French

Actual Behavior

Content is in the site language
